The US Treasury has released final guidance on how municipalities can use American Recovery Plan Act (ARPA) funds. This final rule expands which infrastructure projects are eligible for ARPA funding and includes the following:
Construction and/or security of wastewater treatment facilities
Water conservation, efficiency, or reuse measures
Projects for the management and treatment of storm water, including culvert repair
Projects that are part of a nonpoint source pollution management program
Watershed projects that comply with the Clean Water Act
Purchase of water systems and/or interconnections of systems
Transmission and distribution water mains
Projects to improve access to safe drinking water for those served by residential wells
Dam and reservoir rehabilitation if the main purpose is for drinking water supply
Much of the funding for water-related projects will be distributed through the Safe Drinking Water Fund and Clean Drinking Water Fund programs. However, some funding that was distributed directly to municipalities can be used for these projects.
